Undoubtedly,the question of making the tourist organization a more effective wing of thegovernment has been considered by the government from time to time.  It was with this objective that thegovernment invited the United Nations Development Programme (UNDP) team led byDr.Timothy O Driscoll, former head of National Tourist Organization of Ireland,to study the present tourist set-up.  Thestudy team recommended that establishment of a ‘single tourist authority’ todeal with tourist matters.  The task ofmaking detailed recommendations on organizational set-up was assigned to thePublic Administration Department.  Someheadway could be achieved by implementing these recommendations.  Even then major steps still await thegovernment nod.

 

The mainrecommendations of the institute was the creation of a National TouristAuthority with a marketing and sales approach to ‘sell’ the various tourism‘products’ in the world markets.  Byproviding significant discounts in air fares to the international traveler, hewill certainly be encouraged to visit the country.  By offering incentives such as tax rebates,loans and grants etc to the travel industry and the travel agencies significantmoney could be earned through foreign exchange.

 

Thecommittee also supported the idea of a single tourist authority with adequateoperational autonomy.  The governmentunfortunately did not accept the suggestion regarding Tourist Authority.  Instead a National Tourism Board was set upunder the chairmanship of a Minister to advice him on important matters whichmet a natural death immediately after relinquishment of office by the thenMinister in charge.

 

In Plymouth Cheap Hotels startedproliferating due to the fact that the immigrant population could not avail theboarding and lodging facilities that were made available by the star hotels atexorbitant costs.  Today a vast majorityof the cheap hotels in Plymouthare managed by the immigrants from other countries.  The real fact is that even these cheap hotelsare remaining profitable.
